UWIN Card – Unorganized Worker Index Number Cards to Workers in Informal Sector

Labour Ministry, Central government is going to organize a massive drive to issue UWIN Card in April 2018. Subsequently, govt. will make registration of around 47 crore unorganized sector workers / labourers. Accordingly, people working as informal labour will be given Unorganized Worker Index Number Cards to enable them to avail the benefits of social security schemes run by EPFO and ESIC.

Central govt. wants to complete this task in the current FY 2018 as the general elections will take place in 2019. These cards will bring the unorganized sector workers under social security net.

Govt. will carry out this registration drive from April 2018 to March 2019. Accordingly labourers will get access to various schemes of Employee Provident Fund Organization (retirement fund body) and Employee State Insurance Corporation (state health insurer).

UWIN Card for Informal Workers – Details

Each UWIN Card has a unique number embedded on it which will get seeded with Aadhaar Number. This is essential in order to provide benefits of social security schemes at single point. Moreover after the registration process is complete, govt. may bring Labour Code on Social Security & welfare. UWIN Cards are efficient and the pilot phase results of this system are satisfactory.

However, primary issue remains that who will pay contribution to the informal workers under schemes of EPFO and ESIC. Under these schemes, employees and employers both contribute to social security scheme accounts. Accordingly, govt. plans to formulate a separate mechanism to collect funds as employers will not contribute for this scheme.

Nutrition Scheme in Himachal Pradesh for HIV Positive Children

Scheme for HIV Positive children. Under this scheme, all the youths up to 18 years of age will get nutrition supplements to boost their immunity. Accordingly, all the children who are tested positive for HIV can avail the benefits of this scheme.

This scheme will enable HIV affected children to lead a normal and healthy life. Himachal CM has launched this initiative on an awareness campaign organized by HP State AIDS Control Society.

Furthermore, HP govt. is also going to make HIV testing of every expectant mother compulsory from current Financial Year. It is necessary as the number of AIDS cases has increased to 5700 in HP state.

Himachal Pradesh Nutrition Scheme

The important features and highlights of this scheme are as follows:-

This nutrition scheme will provide nutrition supplements to the children tested HIV positive.
Subsequently, CM launches this scheme for HIV affected children during a state level awareness campaign on the occasion of National Youth Day.
Accordingly, it will boost immunity of 400 HIV positive youths up to 18 years of age.
In addition to this, govt. will provide assistance to such children for a better and healthy life.
Furthermore, every expectant mother will have to compulsorily pass the HIV Test so that the virus does not get transmitted to the baby.

AIDS is a serious concern for the state govt. as the number of cases had risen to 5700 in the previous year. Moreover, govt. will lay special emphasis on spreading awareness about this disease at village level in rural and remote areas.

Bihar Mukhayamantri Alpasankheyak Rozgar Rin Yojana for Minorities

Chief Minister Minorities Employment Loan Scheme – Bihar govt. has launched Mukhayamantri Alpasankheyak Rozgar Rin Yojana for minorities. Subsequently, this scheme will create employment opportunities for the alpasankhyaks (Minorities) belonging to families having modest income. Accordingly, govt. will allocate Rs. 100 crore per year for employment generation from FY 2017-18.

The state govt. has amended the guidelines of Chief Minister Minorities Employment Loan Scheme. Now, these new guidelines will boost the employment opportunities for minority candidates (Muslim, Sikh, Parsi, Buddhist & Christians).

Under this scheme, unemployed candidates can avail loan amount up to Rs. 5 lakh for businesses & Startups. Bihar govt. will utilize the funds as Revolving funds.

Now 8% GST on Affordable Housing – PMAY Urban (CLSS) for Homebuyers

GST Council, Central government has finally set 8% GST on Affordable Housing for the homes purchased under Credit Linked Subsidy Scheme (CLSS) component of Pradhan Mantri Awas Yojana – Urban. Subsequently, people will now have to pay 8% GST instead of 12% for under-construction homes in CLSS. Accordingly, new GST rates are going to be applicable from 25 January 2018.

However, this cut-off of 4 percent is applicable only to the people eligible for CLSS. Others still have have to pay 12% GST. This move of the GST council will boost the progress of the housing sector to achieve the Mission of “Housing For All by 2022”.

The effective rate of 8% GST (after deducting the value of land) is applicable for all the houses constructed or acquired under PMAY (CLSS).

New Rates of GST on Affordable Housing – PMAY U (CLSS)

Previously, the GST rate for Homebuyers on Affordable Housing was 18 percent (12% effective after deducting one-third of the cost of land). Now, the GST rate has been reduced to 12 percent (8% effective after deducting the cost of land). This rate is applicable to houses constructed or acquired under Credit Linked Subsidy Scheme for the following groups / categories of people:-

Economically Weaker Sections (EWS)
Lower Income Group (LIG)
Middle Income Group – First (MlG-1)
Middle Income Group – Second (MIG-2)

These GST rates are specified by the GST Council under the Pradhan Mantri Awas Yojana -Urban (PMAY-HFA U). Moreover, central govt. will provide interest subsidy under CLSS for acquiring or construction purposes to EWS / LIG / MIG-I / MIG-II category people.

Stree Swabhiman Initiative by CSC for Women Health and Hygiene

Ministry of Electronics and Information Technology (MEITY) is going to start Stree Swabhiman Initiative. Subsequently, this is an unique initiative by CSC to ensure good health and hygiene for women. Accordingly, Central government will launch this at event of National Conference for Women VLEs. Under this scheme, govt. will provide eco-friendly menstrual pads to the women.

This initiative of PM Narendra Modi will primarily focus on “Women Empowerment”. Ravi Shankar Prasad (Minister of Electronics & IT and Law & Justice) and Alphons Kannanthanam (Minister of State for Electronics & IT and Tourism – IC) will kick start this initiative.

The launch event will take place at Siri Fort Auditorium, Asian Games Village Complex New Delhi on 27 January 2018.

Objectives of Stree Swabhiman Initiative

The main objectives to protect Stree Swabhiman are described below:-

This initiative will provide access to sanitary napkins to the girls and women in rural areas.
Accordingly, this move of central govt. will improve awareness on menstrual health and hygiene.
Moreover, setting up and maintenance of semi-automatic and manual process production unit is easy and hassle free.
In addition to this, each production unit will generate employment for 8-10 women.

Currently, around 15 low-cost sanitary napkins manufacturing units are present across the entire country. So, Central govt. wants that more people should get involved for this cause.

Madhya Pradesh govt. is inviting online applications for Wheat 2018-19 Farmer Registration under Mukhyamantri Bhavantar Bhugtan Yojana. Subsequently, all the wheat farmers can fill the registration form to get their Price deficit for FY 2018-19. Interested farmers can make “भावांतर भुगतान योजना किसान पंजीयन” (farmer registration) at the official website of MP E-Uparjan – mpeuparjan.nic.in

Under Bhavantar Bhugtan Yojana, if the prices of wheat falls below MSP fixed by the Central govt. then state govt. will provide compensation to the wheat farmers. As per the name suggests, Bhavantar is Bhav+Antar (Price deficit) scheme to benefit small and marginal farmers.

Furthermore, there is no cost to make online registration at the portal. Interested wheat farmers can make registration to avail the benefits of Bhavantar scheme.
